SEIU - Local Management Portal Welcome to SEIU Local Portal. This portal is a primary hub for locals to submit their electronic PCT and COPE forms. Locals will have access to their dashboards, where they can track their PCT and COPE YTD information. All locals are required to use this Portal to send their PCT and COPE transmittal forms. In addition, locals can request their COPE Overs and COPE refunds using the portal.
